Brian Andrzejewski

Mr. Andrzejewski is a cyber-competitions expert whom draws from real-world experiences in his 17 year IT career in private sector and as a GS-2210 public servant with his passion to develop the nation’s future cyber security workforce.   His IT career experiences from various sectors are coupled with his unique perspectives as a prior competitive, team-based computer gamer and competition organizer. 

As the Director of Operations for DFC, Mr. Andrzejewski manages DFC’s US Digital Forensics Challenge and the Digital Crime Scene Challenge to promote the STEM field in support of the National Initiative Cybersecurity Education (NICE) Framework.  Brian is a very strong advocate of hands-on, team-based, competitive cyber competitions that require players to apply their learned IT “hard” skills to solve exercises while requiring them to collaborate and cooperate together as a team to further develop their “soft” skills for the workforce.  

Prior to joining DFC, Brian has worked as US government and then off-duty after sequestration with several US non-profits and academia to help develop, foster, and execute their cyber competitions to develop the nation’s future cyber security workforce.  Brian is currently pursuing his Master’s Degree in Cybersecurity Leadership with National Defense University while holding a Bachelor’s degree from Towson University and an Associate’s degree from Harford Community College both in Computer Information Systems.  He is a certified as a DoD Digital Media Collector, a Microsoft Systems Administrator, and an Apple Support Professional.

Dr. Helen Barker serves as Dean of Academics with Capitol Technology University. Before joining Capitol in 2000, Dr. Barker worked in the private sector as a management analyst and resource training specialist in the Washington, DC area and a research analyst in child welfare and economic development in Northern Virginia. Research interests include cyber curriculum, women in STEM, and data security.

Dr. Barker received a B.S.B.A. from Thomas Edison State College, M.S.B.A. from Strayer University, M.S. in Information Telecommunications Management from Capitol Technology University, and doctorate from University of Phoenix in Organizational Leadership. Current research interests include pedagogy relating to online learning and integration of cyber security into business curriculum.

Dr. Debasis Bhattacharya is an instructor at the University of Hawaii Maui College, responsible for the Applied Business and Information Technology Program. Dr. Bhattacharya is involved in cybersecurity and workforce development in Maui County and works with the local high schools and small businesses. His research is supported by grants from the NSF ATE and SFS programs. Dr. Bhattacharya is also involved with the local Maui Economic and Development Board and their Women in Technology Program. Dr. Bhattacharya has 27 years of experience in the software industry.

Tiara Booker-Dwyer is an Education Program Specialist for the Maryland State Department of Education (MSDE). In this position, she supervises instructional programs for technology education, engineering, financial literacy, and family and consumer science.  She assists in the implementation of Departmental and Division initiatives related to career and technology education, STEM, and computer science.  Prior to joining MSDE, Tiara worked for the Maryland Business Roundtable where she developed strategic alliances and worked collaboratively with businesses, governmental agencies, local school systems, and institutions of higher education to implement programs designed to prepare K-12 students for future job markets. She has worked as a STEM Specialist for MSDE; taught and developed various physical and life science courses at the middle school, high school, and college levels both online and face-to-face; and conducted research and published in the field of neuroscience. Tiara has earned a Master’s in Biology from Johns Hopkins University and a Graduate Certificate in School Supervision and Administration from Johns Hopkins University School of Education as part of the International Society for Technology in Education cohort.

Bill Butler is currently Chair of the Cyber Security Program and Director, Critical Infrastructures and Cyber Protection Center at Capitol Technology University. Prior to this appointment in 2013 Bill worked in the networking and engineering industries as an engineer and consultant for over 20 years. Bill also served as a joint qualified communications information systems officer in the U.S. Marine Corps and retired as a Colonel with 26 years of service (active and reserve). Bill is very active in various working groups such as the National Institute of Standards and Technology Cloud Computing Security Forum Working Group (NIST CCSFWG), Cloud Security Alliance (CSA) Big Data Working Group, and the National CyberWatch Center Curriculum Taskforce. Bill holds degrees from Brenau University, U.S. Army War College, National Defense University, and the University of Maryland. Bill is currently completing his DSc in cyber security at Capitol focusing on combating cybercrime.

Carla Boulton, Education Director for FBLA-PBL is passionate about the use of technology in education.  She received her Masters of Education with an emphasis Educational Technology from the University of Missouri.  After leaving the classroom, she worked for the State of Missouri Department of Elementary and Secondary Education Office of College and Career Readiness in the Business, Marketing and Information Technology section. In this role, she worked with more than 600 teachers in providing professional development, technology grants and as the state adviser for FBLA-PBL. In her current role as education director, she enjoys working with the National Awards Program committee in making sure the competitive events for both the high school and collegiate divisions are relevant and focused on the business needs of tomorrow’s workforce.

G.B. Cazes is the Vice President of the Cyber Innovation Center. As Vice President of the CIC, G.B. has a variety of responsibilities which include serving as the Director of the National Integrated Cyber Education Research Center (NICERC). G.B. has over eleven years of experience in the Information Management and Information Technology (IT) fields. His experience includes working in the international, commercial and government markets. Previous leadership duties include serving as the Assistant Director of the Information Technology Consulting Department and as the Director of Telecommunications Management Department for a Shreveport-based IT consulting and software development company. G.B. has a Master of Business Administration from Centenary College and serves on a variety of professional organizations that include, but are not limited to, the Military Affairs Council, and the Louisiana EPSCOR Board. He also serves on numerous boards including the Bossier Chamber of Commerce, the Bossier Parish Community College – Cyber Information Technology Advisory Board, and the STEP Forward Executive Team. He was awarded the Partners In Education Award in 2010, the AFCEA Exceptional Contribution to STEM Education Award in 2012, and the 2012 Southern Growth Innovator Award for Workforce Development in Louisiana.

Jim Christy is a retired supervisory special agent that has specialized in cyber crime investigations and digital forensics for over 29 years with the Air Force Office of Special Investigation and Department of Defense Cyber Crime Center (DC3).  Jim left the government in July 2013 after 42 years of public service and has started his own consulting firm, The Christy Group, LLC.  He has also founded, The Digital Forensics Consortium, a 501 3(c) non-profit organization to create the US Digital Forensics Challenge as well as the Digital Crime Scene Challenge to promote STEM.

In 2010, to fill a National void of qualified digital forensic examiners, Jim created the National Center for Digital Forensics Academic Excellence (CDFAE) Program, a partnership between DC3 and academia.  CDFAE fosters the digital forensic field and encourages growth in a specific STEM field supporting the National Initiative Cybersecurity Education (NICE) Framework Domains.  CDFAE develops a partnership between academia and the government to establish standards and best practices for digital forensics practitioners, educators, and researchers to advance the discipline of Digital Forensics and increase the number of qualified professionals to meet the needs of law enforcement, counterintelligence, national defense and legal communities as well as critical infrastructure owners and operators.

Michael K. Conn, Ph.D., is SVP of Research at ERCA. ERCA pursues a mission of helping high school students and their families to identify college- and career-ready pathways (www.studentresearch.org ). Michael has dedicated his career to work that benefits youth through research. Prior to joining ERCA in 2014, he was Vice President, Research, at Girl Scouts of the USA in New York City and was an independent Research Consultant. In 2000, he founded and led the Girl Scout Research Institute, which has made a significant impact on the organization’s program development, advocacy and public awareness. Dr. Conn served on the research staff at Columbia University, and also has taught at Rutgers University. He was Co-Chair of the National Collaboration for Youth Research Group (2008-2013) promoting partnerships and information sharing among more than 50 national youth development organizations serving millions of young people, and is currently co-leading the Positive Youth Development Research & Evaluation group on LinkedIn (2014 – present). He is also on the Advisory Board of the Journal of Youth Development (2010-2013; 2014 -2016 terms), and serves on the America’s Promise Research Council.

Dr. Conn earned his Ph.D. in Psychology from the City University of New York Graduate School and University Center; he also holds MPhil and MA degrees in Psychology from CUNY, and an MS in Applied Behavioral Science/Psychology from Virginia Tech. He earned his BA in Psychology and Sociology at SUNY Stony Brook.

MIDN 1/C Zac Dannelly was born in Plano, Texas and raised in Louisville, KY.  MIDN Dannelly became engrossed in the cyber domain upon entering the Academy and joining the inaugural class of Cyber Operations Majors. He has a strong passion to share his love of this domain and increase awareness of its intricacies. To achieve this at the Academy, MIDN Dannelly founded the Cyber Initiatives Club, and to expand the body of knowledge more broadly, he organized and participated in 6 separate technological outreach trips across the nation. To additionally hone his skills in this area, MIDN Dannelly participates in the Naval Academy’s Information Warfare Group. Last year the team won the Cyber Defense Exercise last year and received personal commendation from the President in the White House. He is currently president of the Naval Academies lead community service organization: Midshipmen Action Group. In this role he helps to organize more than 40 volunteer projects for the Brigade of Midshipmen accumulating more than 26,000 total hours of service. MIDN Dannelly plans to continue his exploration and expansion of the cyber domain by pursuing an MPhil in Technology Policy from the University of Cambridge as well as an MSc in Social Science of the Internet from the University of Oxford.

During a diverse career with the U.S. Intelligence Community, he provided key US decision makers with high-value answers to pressing national security questions related to counterterrorism and critical infrastructure protection.  He worked on Wall Street with the Corporate Security and Business Continuity Group of Deutsche Bank where he advised internal groups on business resiliency planning and launched a program to model malicious threats against the Bank's global infrastructures. He then joined the management team of NeuralIQ, a cybersecurity firm that allowed users to track the full scope of a computer network attack in real-time.

Education is an issue that he believes is extremely important to both individual success and the national welfarer.

Mr. DeWitt is currently deputy executive director with the Association for Career and Technical Education (ACTE). Their organization is the nation’s largest not-for-profit association committed to the advancement of education that prepares youth and adults for successful careers, and their members are primarily educators and career counselors. His current role is focused on a wide range of activities that support the CTE field including building stronger partnerships with organizations such as the Army.

Gail Drake is an Associate Professor at Northern Virginia Community College. She also teaches Information Technology and STEM Program curricula at Battlefield High School. Gail has been instrumental developing curricula for Information Technology courses for the Virginia Department of Education, government agencies, and other private initiatives. She has also worked on curriculum for underwater and SKY Robotics and has implemented underwater, land, and SKY robotics programs. Gail's newest initiatives include Sustainability and Renewable Technology and Cyber Security. Drawing on insights from her corporate background and educational expertise enables Gail to stay current and lead hands-on activities for students.

Gail is a board member of the United States Science, Technology, Engineering and Mathematics Foundation (US STEM), and a lifetime winner of the VA/MD/DC Heroine in Technology Award. She has lead a FIRST Robotics team to world championships. Gail led another team that won first place in Automated Design at FRC World Championship. She was presented with the Woodie Flowers Award which is presented to the outstanding Mentor of the year in the robotics competition who best leads, inspires, teaches, and empowers their team using excellent communication skills.

Gail earned a BS from Rochester Institute of Technology as well as a MBA and MS from Southern New Hampshire University.

Ben Esner is the Director of the Center for K12 STEM Education at the New York University Polytechnic School of Engineering. The Center designs and executes programs dedicated to making meaningful educational opportunity available to a broad range of K-12 students and their teachers, by engaging NYU Engineering faculty, graduate and undergraduate students and bringing their STEM expertise and research interests into classrooms and other learning environments.

Mr. Esner participates in the University’s National Science Foundation DR-K12 and Research Experiences for Teachers grants, and leads several other STEM education initiatives, including the Science of Smart Cities (SoSC), GenCyber, Creativity in Engineering, Science and Technology (CrEST), and Applied Research Innovations in Science and Engineering (ARISE) programs. During summer 2015 the Center conducted the School's largest K-12 STEM education effort, serving over 500 middle and high school students and 66 teachers with in-depth STEM education experiences, on-campus and in multiple locations around New York City, in partnership with the NYC Department of Education, Fund for Public Schools and other corporate and foundation supporters.

Prior to joining NYU, Mr. Esner was Senior Vice President for Programs at Brooklyn Community Foundation, where he oversaw and ran competitive grant programs to address a broad range of educational and social issues. Possessing 25 years of professional experience including roles in the public, private and not-for-profit sectors, he serves as Vice Chair and Secretary of the Board of Trustees of Bedford Stuyvesant Restoration Corporation. Ben is a lifelong Brooklynite and currently lives in Bedford Stuyvesant. He is the parent of two girls, ages 7 and 15.

Brian Etheridge is Director of the Center for Teaching Excellence and Professor of History at Georgia Gwinnett College. Prior to his current appointment, he was Associate Provost for Academic Innovation and Director of the Helen P. Denit Honors Program at the University of Baltimore. He has over a dozen peer-reviewed publications in print or forthcoming (including two books) on subjects ranging from history, history education, honors education, and cyber education. For the last several years, he has taken part in a DHS-funded initiative to promote a multidisciplinary approach to cyber education for college faculty and high school teachers around the country. .

Katie Fitzgerald serves as the Communications Associate for NASDCTEc. Beginning in October 2014, Katie manages the communications portfolio, as well as serves as the program manager for the Excellence in Action Awards. 

Prior to joining the NASDCTEc team, Katie worked for over five years at the National Center for Creative Aging. In her role as the Director of Communications, she managed all communications, information and referral, leadership awards, and technical assistance grants. She also served as an organization spokesperson at conferences across the country. In addition to communications, Katie assisted in curriculum development and education program management. In her free time, Katie is a practicing potter at D.C.’s District Clay.

Jim Flanagan is the Chief Learning Services Officer of ISTE®. Jim brings more than 25 years of diverse public- and private-sector work experience, primarily in K-12 public education, to his new role as the division leader responsible for the ISTE Standards, professional services and the association’s thought leadership teams, including research and evaluation.

Most recently, he led Flanagan Education Services, a consulting firm that assisted schools and education companies in identifying and implementing best practices to enhance teaching, personalize learning and improve management practices. Previously, he held roles as the CIO and director of research, assessment and evaluation for the St. Louis Public Schools, and served on the Chicago Board of Education.  Jim’s experience also includes leadership roles with a number of education companies that have proved a wide array of solutions to schools including software, devices, virtual courses, Internet connectivity, professional learning and consulting services. In addition, he has worked with groups like The Partnership for 21st Century Skills to advocate for improvements in education, and currently serves as the treasurer for TEC Connections Academy Commonwealth Virtual School board of directors.

As the Executive Director for the Cyberskills Management Support Initiative (CMSI), Ms. Forney supports the Undersecretary for Management (USM) for cybersecurity initiatives that impact the department. Ms. Forney has over 20 years of private and public. Information Technology and Program Management leadership experience. Ms. Forney has been an instrumental figure in the field of cybersecurity – directing and overseeing the strategic management of the unique needs of the cybersecurity workforce.

Prior to her selection as the Executive Director for CMSI, Ms. Forney served as the Deputy Director for the Balanced Workforce Program Management Office assisting the Office of the Chief Human Capital Officer (OCHCO) and its line of business partners with improving Balanced Workforce Strategy (BWS) guidance, and instituting standard workforce review processes, and supporting Component implementation of the BWS. Ms. Forney played an intricate role in the development and procurement of the Balanced Workforce Assessment Tool (BWAT). Ms. Forney also served in a management capacity for the Human Capital Business Systems (HCBS) Project Management Office (PMO).Ms. Forney holds a Bachelor of Science from DeVry University and a Master of Science in Engineering Management from George Washington University as well as her Certified Information System Security Professional certification (CISSP) and Project Management Professional (PMP).

Charlie Frick is the project manager and demonstration lead for the National Information Assurance Engagement Center (NIAEC). He conducts analysis and stages technology demonstrations to explain the value of Information Assurance within various operations. He has also worked as a lead analyst and assistant test director for in-laboratory testing of submarine systems and typically leads a team of 3-7 analysts in most of his efforts. He also interfaces with a creative team on a regular basis to assist in the creation of demonstration videos. A critical component of all his tasks includes the presentation of results as briefings, annotated briefings, and reports to various sponsors.

Mr. Carlos Garcia joined the staff at the Capital Area Career Center of Mason, Michigan in 2015; starting the first Cyber Security and Digital Forensics program in the State. The new two year program provides opportunities for high school students to obtain an associate’s degree in cyber security and up to nine industry leading certifications. He is a former law enforcement officer, network technician, and United States Army retiree with almost 27 years of service. Mr. Garcia holds the following certifications: CompTIA A+ Computer Technician, Network+ and Security+, Microsoft Technology Associate – Networking. He is a Cisco Instructor in IT Essentials, Cisco Certified Network Associate, Cisco Network Security, and Cisco Healthcare IT and has 14 years of high school teaching experience in the Cisco Networking Academy, Microsoft IT Academy, and VMWare Academy programs. Mr. Garcia has eleven years of experience as an Adjunct Professor and part time lecturer at several post-secondary institutions. He has taught classes at Jackson College and Baker College of Jackson and currently teaches at Washtenaw Community College and Eastern Michigan University. In 2010, he earned dual teacher certifications in Law Enforcement and Information Technology. Mr. Garcia earned a Baccalaureate Degree in Criminal Justice Administration from Concordia University, and obtained his Master's Degree in Information Security from Eastern Michigan University. He plans to pursue a Doctorate Degree in Information Technology Education.

Prior to founding LifeJourney, Rick was Founding President and CEO of BDMetrics, an online B2B technology serving the nation’s top 100 trade associations. Prior to BDMetrics, Rick served as President and GM of SafeNet, a cybersecurity technology company serving more 25,000 customers across commercial enterprises and government agencies.

Before SafeNet, Rick was Executive Vice-President and Board Member at Rockville, MD-based ICARUS Corporation, a chemical engineering simulation software company serving Fortune 100 critical infrastructure clients, such as Shell Chemical, and Amoco; Rick led the company's worldwide product development and operations until its sale to Aspen Technology.

Rick has been a featured guest speaker on network security on “Today,” holds a patent for online business networking, named one of Baltimore’s “Top 40 under 40” executives and “Innovator of the Year.” Rick currently serves as a Board Member on the Governor’s Cybersecurity Commission, the Cyber Incubator at UMBC, and leads the CyberMaryland initiative. In 2014, Rick’s TEDx talk entitled “What do I want to be when I grow up” was recorded to inspire students to pursue STEM and cybersecurity-related pathways. .

Amy has been at the University of Maryland since 1994, serving first in the Office of Student Conduct where she advised the Student Honor Council and adjudicated cases of academic dishonesty. Her prior work was also in the field of student affairs administration in residential life settings at the University of California Davis, Minnesota State University, Mankato, and Carnegie Mellon University.

She is currently the coordinator of the Project NEThics group in the Office of Information Technology. Project NEThics is the group charged with promoting acceptable use of information technology and investigating incidents of computing resource misuse. In this role, Amy works with graduate assistant staff members who manage the processing of copyright infringement notices, provides user education on a variety of issues, consults with web developers on copyright and intellectual property questions, serves on the university's trademark committee, coordinates the response to cases involving abuse of information technology resources, and serves as a liaison to departments as cases require (university Police, Office of Student Conduct, Office of the Victim Advocate). Amy also serves as a member of the university's Peer Consultant Network of the Center for Leadership and Organizational Change. She has presented at EDUCAUSE national conferences, the EDUCAUSE Mid-Atlantic regional conference, as well as at local meetings on topics of policy development, copyright and intellectual property, protection against identity theft, the pluses and perils of social networking, and others.

Dr. Evan Glazer has been the principal of Thomas Jefferson High School for Science and Technology since July 2006. During his tenure, the school has received a variety of accolades, including a US Department of Education Blue Ribbon School, Intel’s Star Innovator award for the best science program in the United States, and the top public high school ranking in America from both Newsweek and US News and World Report.  Dr. Glazer aims to support a program that develops student problem solving and research skills, and an appreciation for intellectual curiosity and social responsibility.  A unique characteristic of the TJ curriculum is a senior year research project in 1 of 13 different laboratories, including biotechnology, energy systems, robotics, optics and modern physics, oceanography, astronomy, and more.  Currently, Dr. Glazer has been leading the school in a full renovation to introduce new research labs, commons areas for interdisciplinary collaborative work, and outdoor classrooms.

Previously as a high school principal in Roanoke, Virginia, Dr. Glazer instituted new research programs in science and technology, and taught math, computer science, and mentorship courses to students and professional development seminars to teachers.  At the university level, Dr. Glazer taught courses on instructional design, research methods, using computers in the classroom, preparing beginning teachers, and preparing new administrators. His research examined social and environmental factors that influence professional learning as teachers integrate technology into their classrooms. He has authored two books related to mathematics applications and using primary sources to support critical thinking.

Dr. Glazer has a B.S. in Mathematics and an M.S. in Mathematics Education at the University of Illinois, and a Ph. D. in Instructional Technology at the University of Georgia.

Marsali Hancock is the founding president of iKeepSafe.org, an international network of more than 100 policy leaders, educators, law enforcement workers, technology experts and advocates that help track internet-connected devices’ effects on children. The nonprofit group conducts research and convenes stakeholders in order to provide resources and guidance for parents, educators, industry and policymakers. In her role, Hancock engages with both national and international groups on digital citizenship issues, which include cyber safety, security, ethics and responsibility.

Hancock has directed initiatives with the Department of Justice, Department of Education, the International Multilateral Partnership Against Cyber Threats (IMPACT), EduSummit, National Technology Leadership Summit, National Telecommunications and Information Administration (NTIA), UN’s International Telecommunication Union (ITU) Child Online Protection Group (COP) and others. She has developed content and initiatives in multiple states across the country. Additionally, Hancock has served on industry consumer advisory boards and participated with online safety committees for industry leaders: AT&T, Verizon, Comcast, Yahoo, Microsoft, Google, Symantec and others.

He has spent more than 10 years in the US Intelligence Community as an analyst, software developer, team leader, and entrepreneur in cyber intelligence.

Mr. Harmon heads all operations for Tactical Network Solutions where he leads all federal and commercial business development, sales, capture, recruiting, and teaming efforts. These efforts have led to multiple contract awards, product sales, teaming agreements, and TNS doubling in both size and revenue for the past 3 years.

Mr. Harmon earned a Master of Science in Network Security from Capitol College and a Bachelor of Science in Management Information Systems from Auburn University.

Jim Hopper has been the Homeland Security Signature Program Facilitator for Ft. Meade High School in Anne Arundel County for the past four years. During his tenure, the program has grown from a cohort of 120 students to over 250 and is currently the largest Homeland Security Program at the secondary level in the US.

Last year the program partnered with New Scotland Yard, Menwith Hill Station, and RAF Waddington as they traveled to the UK to better understand the international partnerships the US has developed in its defense of our interests both nationally and abroad. During this same year, Mr. Hopper coordinated with local industry partners and Anne Arundel Community College to plan, develop, and implement the Counterterrorism and Intelligence course at Ft. Meade High School where the students have the opportunity to earn college credit.

Mr. Hopper began his career in Howard County where he taught all levels of mathematics for grades 6-12 for 16 years before coming to Ft. Meade High in 2009 to teach AP Statistics and expand the AP program as the school's AP Coordinator.Mr. Hopper has a B.A. in Secondary Mathematics Education from Shepherd University and M. Ed. in Administration and Curriculum Development from Bowie State University. ork Security from Capitol College and a Bachelor of Science in Management Information Systems from Auburn University.

A retired military officer, Dr. Kevin Huggins spent the early part of his career in military intelligence, with extensive experience in Latin America. The remaining part was spent in academia, primarily as a faculty member in the Department of Electrical Engineering and Computer Science at the US Military Academy. While there, Kevin served as the Director of Research in Network Science as well as the Director of the Information Technology Program.  In response to the growing need for cyber-savvy graduates, he led the design and development of West Point’s Cyber Studies minor.

At Dickinson College, Kevin educates and inspires undergraduate students in the computer science domain through both traditional classroom instruction and innovative research projects.  He helps students mature as independent learners by guiding them through exploratory, as well as focused, research tasks. In his role as research scientist at IHMC, Kevin is currently working with government ministries and engineering universities in Haiti to help improve their engineering education programs with the goal of lowering their vulnerability to natural and man-made disasters.

Kevin is passionate about cyber education for youth.  Through his affiliation with the International Information System Security Certification Consortium (ISC)2,  he serves as a volunteer for the Safe and Secure Online program.  It brings (ISC)2 information security expert members into classrooms to help children ages 7-14 learn how to protect themselves online and become responsible digital citizens. Kevin earned his B.S. in computer science from the US Military Academy at West Point, NY; an M.S. in computer science from the Naval Postgraduate School in Monterey, CA; and his Ph.D. in computer science from the École des Mines de Paris, France.

Aditi writes about these issues for the FTC’s general consumer information site, Consumer.ftc.gov. She also writes for OnGuardOnline.gov, the federal government’s partnership site to help people stay safe, secure, and responsible online.

Steve is a member of Microsoft’s Public Sector Legal Affairs Group, based in the company headquarters in Redmond, WA.  Steve works on a range of policy issues relating to Cloud Computing (including privacy, security, data sovereignty and interoperability), intellectual property and standards, as well as issues related to the broad role that ICT plays in economic development around the world.  Steve supports Microsoft’s education businesses on technology policy issues, including data privacy issues.

In prior roles at Microsoft, Steve was a member of Microsoft’s Corporate Interoperability and Standards Group and before that Regional Director of Interoperability and Innovation for Asia Pacific, based in Singapore.  Steve originally joined Microsoft in 2001 in a copyright counseling role, where he advised Microsoft product groups on copyright and trade secret issues, focusing on issues related to Open Source Software licenses.

Mark Nagurney spent nine years working in cybersecurity with the Computer Sciences Corporation, where six of those years was spent teaching at the DoD Cybercrime Center. He spent three years as an active cybersecurity analyst in a 24x7x365 Security Operations Center. During those three years, 75% of his time was spent working midnight shifts, weekends and holidays guarding DoD, federal, state, and corporate networks. His philosophy was if he was going to teach someone to work in the cybersecurity field, he would never ask someone to do something he had not done, so he purposefully requested the most difficult assignments.

Laurie Nathan is the Manager of Outreach for the NetSmartz Workshop, an educational program of the National Center for Missing & Exploited Children (NCMEC), and brings with her a background in child exploitation and child abuse prevention to the fight against child endangerment on the Internet. Laurie analyzed Internet-related child exploitation cases and worked closely with law enforcement to have them resolved while working as a staff analyst in the Exploited Child Division (ECD) at NCMEC. As the Director of Programs at Prevent Child Abuse of Metropolitan Washington, she focused on child abuse prevention outreach campaigns for the Washington, D.C. metro area and trained hundreds of volunteers to handle calls on a support line for children.

Most recently, Laurie’s focus has been on spreading awareness of the importance of Internet safety education. She has presented on this issue at many educator and law enforcement conferences, including the National Sheriffs’ Association Conference, T + L Conference sponsored by the National School Boards Association, and the Internet Crimes Against Children National Conference.  Laurie’s goal is to educate and engage communities on ways to better protect children on- and offline.

Laurie is an alumna of Emory University in Atlanta, GA where she graduated with highest honors in Psychology.

Mark R. Nelson is the Executive Director at the Computer Science Teachers Association (CSTA). He is an accomplished scholar, teacher, and executive with a collaborative leadership style and a passion for "missions that matter." While at the National Association of College Stores, Mark and his team received three national awards for innovation, including recognition by his peers as an Innovation Star within the association community. Previously he received recognition for his contributions as an ECAR Fellow at EDUCAUSE, and as a faculty member at Rensselaer Polytechnic Institute. He earned a Ph.D. with distinction in Information Science, an MBA, and a Certified Association Executive (CAE) designation. Nelson readily admits that much of his career success was enabled by his first college degree – in Computer Science.

Kevin Nolten currently serves as the Director of Academic Outreach for the Cyber Innovation Center. In this role, Kevin is responsible for the operations of the National Integrated Cyber Education Research Center where he and his team empower K-12 educators, school systems and state departments of education to transform the classroom for the next generation learner through project-based, modular STEM and Cyber Curricula, professional development, camps, and programs. Kevin and his team are headquartered out of Bossier City, Louisiana but have a reach in 38 states across the country. Prior to the Cyber Innovation Center, Kevin served as an Assistant Principal at a K-8 school.

Glenn Normman has been Project Manager for Hacker High School since 2010, and coordinates some 200 contributors from around the world. He teaches technologies to high school students, undergraduates and graduate students through American and European universities, and runs a cybersecurity consulting practice that serves critical services entities.

Both non-profit and for-profit organizations have been teaching HHS since 2003. As of 2015, they are helping professional schools form in Russia and Ukraine (Hackup), South America (Kwell), Africa (WIITS), India, Nepal and several other countries. Hackers, teachers and contributors have built lively HHS communities in Myanmar, Spain, Malasia, the Philippines, Italy and almost any other country you can name.

It is more than a little ironic that a program managed in the US is famous around the world but barely known in the US, but we have built a small and growing team of teachers who are determined to change that. It's Glenn's job to provide everyone with the tools, training and curriculum they need to run HHS successfully, and his hope is toinspire a new generation of clever, creative techies: the people we call hackers.

Jason is a commissioned law enforcement officer and previously spent four years as a patrol officer with the Lawrence, Kansas Police Department. Before his career in law enforcement, Jason spent 12 years in the financial services industry. Jason’s diverse background and experiences provide him with a unique perspective on the crime of identity theft and its impact on citizens and communities.

She is currently the Instructional Specialist for Computer Science and Technology Education at Charles County Public schools in Maryland where they offer computer science in every school last year and will continue to expand the program this year. As part of the CS Matters in Maryland project, they are working on developing curriculum and teacher training for a rigorous high school class that has broad appeal and teaches computational thinking in a collaborative environment. As a Code.org Affiliate trainer, Diane runs workshops for elementary teachers to learn how to incorporate code into their classrooms. Computer Science Education is her passion and she believes every child should have the opportunity to create with technology.

Rodney Petersen is the lead for the National Initiative for Cybersecurity Education (NICE) at the National Institute of Standards and Technology (NIST). Recently, he was the President and CEO of Education Policy and Leadership, LLC. He previously served as the Senior Policy Advisor to EDUCAUSE, Internet2, and Indiana University. He also was the Managing Director of the EDUCAUSE Washington Office and a Senior Government Relations Officer. He founded and directed the EDUCAUSE Cybersecurity Initiative and was the lead staff liaison for the Higher Education Information Security Council. Prior to joining EDUCAUSE, he served as the Director of IT Policy and Planning in the Office of the Vice President and Chief Information Officer at the University of Maryland. He previously held the position of Campus Compliance Officer in the Office of the President at the University of Maryland where he mediated disputes and handled grievances under the Human Relations Code, including claims of discrimination or harassment that increasingly involved misuse of the Internet. He also completed one year of service as an Instructor in the Academy for Community Service for AmeriCorps National Civilian Community Corps where he taught alternative dispute resolution and facilitated service learning projects. He began his professional career in higher education as the Resident Student Life Director at Michigan State University. He is the co-editor of a book in the EDUCAUSE Leadership Strategy Series entitled "Computer and Network Security in Higher Education". He is also a founding member of the Association of College and University Policy Administrators and the author of "A Primer on Policy Development for Institutions of Higher Education" and "A Framework for IT Policy Development". He writes and speaks regularly on topics related to higher education cyber law and policy. He received his law degree from Wake Forest University. He also received a certificate as an Advanced Graduate Specialist in Education Policy, Planning, and Administration from the University of Maryland.

Veronica Phillips is Calvert Hall’s Academic Technology Director and a long time attendee of the C3 Conference. Veronica has been at Calvert Hall College High School in Baltimore, Maryland since 1996 and has a Master’s degree in Educational Technology and Curriculum Integration from Loyola University in Maryland as well as a Certificate of Advanced Study in Education along with Supervisory and Administrative certification with MSDE.

With a C3 grant, received in 2012, Calvert Hall was able to promote the C3 Framework for Responsible Use and to create instruction for student understanding of   “why” online behavior that highlights the importance of each of the three components is critical. Dr. Katie Shilton, whose presentation at the 2012 C3 Conference was the, “Role of Digital Media Technologies in Adolescents' Academic, Social, and Moral Lives,” agreed to collaborate with Calvert Hall’s peer educators and faculty advisors.  Guided by Dr. Shilton’s expertise, a Calvert Hall Peer Ed faculty advisor, Mr. Joey Atas, was able to design a “Pause before you Post” lesson plan for the Peer Education Curriculum.  Focusing on decision making skills as well addressing choices and consequences, the students will become informed about the social values of emerging technologies and learn to practice ethical reflection before taking action.

Tammy Pirmann is the district coordinator for Computer Science and Business at the School District of Springfield Township, Montgomery County, as well as a high school computer science teacher. Thanks to Tammy and many other people, all Springfield students are required to pass a course in computer science in order to graduate. She is a doctoral student at Gwynedd Mercy University in Educational Leadership.

Tammy is currently serving on the CSTA Board of Directors and has won the NCWIT Aspirations in Computing Educator Award. She is passionate about access to computer science education as an equity issue. In October of 2010, Tammy went to Capitol Hill as part of the release of "Running on Empty: The Failure to Teach K-12 Computer Science in the Digital Age" and the announcement of the Computing in the Core coalition. She was on a panel with representatives from Industry and higher education to talk about what a K-12 computer science curriculum looks like in action.

Michael Rocha works in the Cybersecurity Education and Awareness (CE&A) branch of the Department of Homeland Security (DHS). Michael is responsible for furthering CE&A’s mission to increase the nation’s number of skilled cyber professionals by supporting workforce development programs and initiatives. Primarily, he is the Deputy Program Manager and lead administrator for the National Initiative for Cybersecurity Careers and Studies (NICCS) website. NICCS connects more than 20,000 users from across the United States with cybersecurity professional development resources including nation-wide training and education. Michael has grown the NICCS Training Catalog to over 100 Training Providers and over 2,000 cybersecurity training courses.

Michael received his Bachelor of Science degree in Administration with a concentration in Cyber Security from California State University San Bernardino. He is a Scholarship for Service (SFS) alumni and holds certifications in Security+, CNSS 4011, 4012, and is an AccessData Certified Examiner (ACE) and Mobile Phone Examiner (MPE) in computer and mobile forensics.

Joe Roundy, CISSP, Cybersecurity Program Manager at Montgomery College Maryland, manages the College's new cybersecurity lab, works with faculty and staff to develop and managing the new cybersecurity lab and networking curricula and oversees outreach activities including competitions and training opportunities developed with industry partners. Prior to holding this position, Mr. Roundy was the Manger of IT Security for Montgomery College, managing the team of security engineers responsible for the IT security of systems and network within the College environment. He has also worked as security analyst at the House of Representatives and FINRA (formerly the NASD), and managed the Security practice for International Network Services (INS) and large networking and security consulting firm. Mr. Roundy holds a Bachelor's Degree in Computer Science and Master's Degree in Computer Systems Management both from The University of Maryland University College.

Benjamin Scribner is responsible for coordinating and developing national cybersecurity professional development, policy, standards, and assessment requirements to broaden, cultivate, and maintain an unrivaled, globally competitive cybersecurity workforce for the nation. He leads the National Cybersecurity Workforce Framework and the National Initiative for Cybersecurity Careers and Studies (NICCS). Each month NICCS connects more than 20,000 users from across the United States with cybersecurity professional development resources including nation- wide training and education.

Mr. Scribner's previous accomplishments include establishment of the Federal Virtual Training Environment and Cybersecurity Training Events program, which saves the taxpayer over $70 million annually while closing training gaps for more than 60,000 cybersecurity professionals across the federal government. Prior to joining DHS, Mr. Scribner worked for the Department of Defense CIO Information Assurance Workforce Improvement Program, which established training and certification requirements for more than 80,000 cyber professionals across the four Services and Combatant Commands.

Mr. Scribner holds a Master’s in Business Administration and a Master's in Information Management from Washington University in St. Louis. He earned his Bachelor's degree from San Francisco State University, and he is a Certified Information Security Manager.

Deborah Seehorn is a Business, Finance, and Information Technology Education Consultant at the North Carolina Department of Public Instruction (NC DPI). Prior to working at the NC DPI, Deborah was a high school classroom business teacher in Whiteville, NC, and Hallsboro, NC. Prior to those teaching positions, Deborah taught Basic and COBOL programming, Database Management, and Business Microcomputer Systems at San Juan Community College in Farmington, New Mexico. Prior to that, she taught Algebra I and Basic Computer Programming to 9th graders at Tsé Bit 'ai Junior High School in Shiprock, New Mexico. She began her education career at Camp Lejeune, NC, teaching high school mathematics at Lejeune High School.

Deborah won election to the CSTA Board of Directors in 2008 as the State Department representative. She served as the CSTA Board Chair Elect from 2012-2013. She served on the white paper committee for Ensuring Exemplary Teaching in an Essential Discipline: Addressing the Crisis in Computer Science Teacher Certification . Deborah also served as the Chair of the CSTA Standards Task Force which produced the 2011 CSTA K-12 Computer Science Standards.

He is co-advisor for the Information Technology club.

Ms. Shelton joined The Johns Hopkins University Applied Physics Laboratory (JHU/APL) in September 2008 as the Executive Director of the Maryland MESA (Mathematics, Engineering, and Science Achievement) Program.  Maryland MESA, a structured 3-12 grade precollege afterschool Program, is designed to prepare students for academic and professional careers in STEM related fields. Mrs. Shelton received her BS from Howard University, and MA from UMUC, in Educational Technology.  She has received several awards for her work in promoting equity and access in STEM education which include:

  • National Society of Black Engineers, D.C Alumni Chapter
  • Outstanding STEM Educator (NOBCChE) (2011)
  • Black Engineer of the Year K-12 Promotion of STEM Education Award (2010)

The Program’s goals are to 1) increase the number of engineers, scientists, mathematicians, and related professionals in technical and management positions in the workforce; and 2) serve as a driving force in encouraging and assisting minorities and females in achieving success in these fields. 

George Simms

George Simms has been a prosecutor in the Montgomery County State’s Attorneys Office from 1985 until the present. He is currently the co team leader of the community outreach team and in that capacity supervises three attorneys. Previously Mr. Simms supervised the juvenile prosecution team, the District Court Team and the Germantown Prosecution Team.

Mr. Simms has a Juris Doctor degree from the Catholic University of America, in Washington D.C. (1982) and a Bachelor of Arts degree from the University of Dayton, in Dayton, Ohio. (1978) Mr. Simms is a past president of the J. Franklyn Bourne Bar Association and former member of the State of Maryland Board of Governors for the Maryland Bar Association. George Simms served two terms as a member of the Montgomery County Bar Association Executive Committee. Mr. Simms has prosecuted and tried almost every type of case in Maryland criminal courts, including murder, robbery, felony drug cases, pyramid schemes, sex offenses and assaults.

Roger A. Skophammer is currently a Visiting Assistant Professor in the new STEM Education and Professional Studies department at Old Dominion University. Roger received his PhD from ODU in May of 2009. He returned to school in 2003 to complete a Bachelor’s of Elective Studies in Social Studies and in Environmental and Technological Studies at St. Cloud State University. He received his Master’s degree in Environmental and Technological Studies, Technology Education track from St. Cloud State University. Prior to returning to school, Roger worked as the technical director for the Minnesota Opera’s education outreach program, an auditorium manager and technical director for a high school in southern Minnesota, and as a trainer in the U.S. Air Force. His research interests include the technological literacy of all K-12 teachers, teacher preparation for technology education, and assessment of technological literacy.

Two years later he enrolled in evening and weekend classes at his local community college where he fell into the track that he is currently on. Last fall he discovered the field of Cyber Security and has been an active participant in Millersville's Cyber Defense Organization ever since.

Mr. Soskil just started his 17th year teaching.  He earned his bachelor’s degree in elementary education and psychology from Washington University in St. Louis, MO.  In 2004, he earned a master’s degree in educational technology from the University of Missouri, St. Louis.  He also earned a master’s degree in educational administration from McDaniel College.  His professional career includes teaching in Ladue, MO where his love of technology blossomed as his was introduced to MicroWorlds and used one of the first generation SmartBoards.  In addition to serving as a 4th and 5th grade classroom teacher, he was the instructional technology teacher at Running Brook Elementary School in Howard County, MD for students in grades K-5.  He is currently a Title I interventionist at Deep Run Elementary School in Howard County, MD working with 1st, 4th, and 5th grades.

Melody Stahl is currently a computer science teacher and piloting the new Computer Science Principles course at McDonough High School in Charles County, Maryland.  After teaching overseas for several years, she spent six years as a curriculum developer and interactive designer for a contractor in Washington, DC and three years as the Training Officer for Charles County Government.  During this time she earned her Master’s Degree in Educational Technology Leadership from George Washington University.  She has had several teaching assignments and fulfilled many roles throughout her years as an educator such as middle school computer teacher, Project Lead the Way(PLTW) teacher and technology coordinator.

In addition to teaching with Charles County Public Schools, Melody was a part of the National CyberWatch Cybersecurity Educator Academy and piloted the online Cybersecurity course for the Maryland State Department of Education.  She has also coached a CyberPatriot team for her school.

Linda Sweeting is currently an instructional technology specialist on the Technology Training Team, Division of Information Technology, for Prince George’s County Public Schools. Her responsibilities include coordinating software and online resources testing, textbook and online resources support, and administrative systems and instructional technology training. She developed the “Just Say Know” initiative, an internet safety awareness program for parents:  www.tinyurl.com/safetylinks.  This initiative has grown to include Tech Tuesdays, Summer training for teachers and an online class using their Moodle CMS. Linda has her Master’s in Library Science from the University of Maryland.  She started her career as a library media specialist and has collaboratively taught every subject area and every grade Pre-K – 12. She has presented at national state, and local conferences including National Educational Computing Conference, MSET (formerly MICCA), and Powering Up With Technology about grant activities, curriculum management, and technology training initiatives.

In addition, Linda facilitates online classes for the Maryland State Department of Education; courses include Online Teaching in Maryland, Online Mentoring, and Web 2.0. Linda is also an avid photographer, sailor, and bread baker. In her spare time, she is writing a bread baking book and is also planning a bread baking blog.

Mr. Tjaden received a B.S. from Haverford College in May, 1991. The next two years were spent as a member of the Automated Speech Recognition group at the National Institute of Standards and Technology. He left NIST to pursue graduate studies in the Department of Computer Science at the University of Virginia. While at UVa, he created the widely-popular Oracle of Bacon at Virginia website. After receving his Ph.D. he joined the School of Electrical Engineering and Computer Science at Ohio University. Four years later, he moved to the Department of Computer Science at James Madison University. Currently, he teaches courses in the graduate Information Security and Digital Forensics programs, and is a co-advisor to the JMU Cyber Defense Club.

Dr. Waugh icurrently teaches Information Security, Networking, and Operating System classes with Craven Community College in New Bern, North Carolina.   Most recently, he helped re-define the statewide Information Technology curriculum for the North Carolina Community College System by participating in the recently approved ITAP (IT Alignment Project).   He has participated in the CyberSecurity Competition Federation, as well as curriculum development projects with CyberWatch.  He has served on the program committee for CISSE for the past three years, and is on the leadership team for the North Carolina Computer Instruction Association (NCCIA). 

Prior to teaching at Craven CC, he worked as an IT manager for small business in the Healthcare and Broadcasting fields, and originally as a practicing primary-care physician.(He holds a Bachelor’s of Science in Human Biology and a Doctor of Chiropractic degree from Logan University in St. Louis MO, and a graduate Certificate in Information Assurance from East Carolina University.

Dr. Davina Pruitt-Mentle, a senior researcher and policy analyst for Educational Technology Policy, Research and Outreach (ETPRO) has worked in the field of STEM education & educational and cyberawareness research since 1990. She has spent the past 12 years conducting research on student and educator cyberawareness and K-16 cyberethics, safety and security awareness programs, and developing programs to help increase the IS/IA workforce pipeline.  

Research and development interests have focused on the Cyberethics, Cybersafety and Cybersecurity (C3) framework. Some of her recent published work has focused on the state of C3 awareness knowledge and programs, cyberawareness strategies, and SECURE IT, a holistic approach program to promote C3 and connect to careers in IA/IS/Cybersecurity and Digital Forensics. She acts as a CO- PI on the NSF funded CyberWatch Regional Center, PI for the CyberWatch/UMD Digital Forensics Lab, PI of the MD BRAC (Base Realignment and Closure) –EIS-C MD (Expanding IS Capacity in MD), and serves on numerous national, state and local Technology Task Forces and Advisory Boards.  

She has served as faculty lecturer within the College of Education at UMCP since 2001, and served as Director of Educational Technology Outreach within the College of Education at UMCP from 2001-2008. She has a PhD in Educational Technology Policy from the University of Maryland.
